Our program contains a database server. How should we deal with it?

In our program, there is a database based on J2EE Servlet and mySQL, which is used for data exchange. Should we submit these server packages as we submit the mobilephone programs? If we are required to establish a server ourselves, how could we guarantee the program will work properly in where the first round test takes place?
