It is good that the project we submitted is currently under testing phase. However, we have identified few limitations of the Ericsson's Mobile Location enabler that might result in unknown locations during the test phase. For example, as Ericsson states on the enabler's website that:
"The cell-ID Look-up has information about the positions of mobile network cells from all over the world but as any cell-ID database it does not have 100% coverage of all cells in any location."

We suspect that depending upon the test location and the entry of the base station in the database, the AIMS project might return an unknown location or user offline message if no base station entry is found in the database. This will also be true for any project using the Mobile Location enabler.
For this reason, the two major features of the AIMS project - Presence and Cell Tracking - become non-functional if this problem occurs. We have extensively tested the enabler in the Aachen city of Germany and found no problems. However, we feel that this aspect should be conveyed to the evaluators, and must be considered during the review process.
We recommend that if the location is unidentifiable, then either test the application on the place whose base stations are surely in the database, or consider the submitted videos for the project evaluation.
This will make the evaluation justifiable.
